South Holland

Following a competitive tender, South Holland District Council has appointed PIMSS Data Systems (PIMSS) to undertake a comprehensive review of its existing housing assets.

The council wants to build a detailed understanding of its housing stock in order to inform its long term asset management strategy and invited tenders from specialist consultancies. Identified of great importance was the development of a bespoke grading system that would rank housing assets against economic and social criteria as agreed with South Holland District Council in order to inform investment and divestment decisions.

Based in South Lincolnshire, South Holland District Council still owns and manages its own housing stock that amounts to almost 3,850 homes. Covering an area of 750 square kilometres and with a population of 91,000 people, the homes are spread across Spalding, Holbeach and numerous rural villages.

PIMSS’ proposed consultancy service, that has an emphasis on strategic asset management and asset data, has the benefit of combining real life housing experience with in-depth software knowledge and data management. The review will enable South Holland District Council to underpin a well informed decision making process in respect of individual properties, estates and the stock as a whole and to understand asset performance from a social as well as financial viewpoint.

Ruth Dent, Asset Management Consultant at PIMSS, comments: “South Holland was looking for a specialist consultancy to help them gain a detailed understanding of their asset position. With our knowledge and experience combined with our Viability tool, we were able to prove in our tender that we are in a position to service their requirements in a unique way. Once we have delivered the project, we will have provided a robust evidenced-based plan based on the strategic requirements of the organisation that will deliver for the long term.”
